Is differentiating between polite or rude something only a genius can figure out? Are parents to blame for rude offspring? If not,who is?

    Well, the first comment I have is that what is polite and what is rude varies from culture to culture. The one example I always think of is looking straight into someone's eyes. On some cultures, this is very rude. In others, it is considered rude NOT to make eye contact; it is considered a sign of insincerity or evasiveness. How often have you heard or said 'Look at me when I am talking to you!'

    Accepted practices of what is rude/acceptable also vary within segments of a given society. This has always been part of the generation gap. Calling someone older than yourself by their first name used to be quite rude - by my generation, the baby boomers, this wasn't such a big deal,especially if the person had asked you to call them by their first name.

    To address your second question, parents are not the only influence on a child - playmates, schoolmates, cousins, babysitters, even teachers, all play a role in teaching, sometimes unconsciously, a youngster what is acceptable behaviour.
