Can I still call a guy who says "let's just be friends," and if so, how often?

It depends on your relationship with this guy. Was there any kind of romance between the both of you? If there was, by saying "let's just be friends" is an indication that he isn't interested in you anymore. If this is the case, I would not call too often. If you're still up to it, call only twice a month just to ask how he's doing.
If your relationship was just friendly from the begining, call once a week. Anymore than that would probably be bothersome.
By contacting him occasionally, you're gesturing that you want to keep a friendly relationship. If he wants the same from you, he will return that gesture.
