We have street sweepers to clean get trash and dangerous debris from roads and runway sweepers to do the same for airport runways. The ISS just narrowly escaped a hit by space junk. Is it time to build a space sweeper?

Wouldn't this type problem be a good reason to keep a small Shuttle type craft at the ISS? Could save Billions in otherwise lost research.
