I'm not sure why, but it happens to me almost every time. At first, my pee stream comes out with sufficient force to maintain one stream. As my bladder empties halfway, a rogue second stream of steady drips falls directly below. This is never an issue at a urinal, but can be a problem at home. I position myself according to where I estimate that my pee stream will hit the center of the water in the toilet. This would be about a foot in front of the toilet so I won't have to bend my pen1s down at too sharp an angle. When the rogue stream begins, it either hits the front rim of the toilet or the floor in front of the toilet. I could avoid this by sittting down to pee, but it's more fun to stand. I keep a rag handy in the bathroom and clean up every time after I pee.
