How long -(distance)- does it take to stop the USS Enterprise. I was told that it was in excess of 15 miles from full speed to a complete and full stop.

Your question is understanable, but you have to recognize the difference between combat units, and support facilities. There are civillians at many support facilities and bases, but not usually in combat units. Most Navy ships are combat units. There are some Navy ships that are entirely (or almost entirely) civillian manned, but again they are support or auxilliary units, not combat ships.
