He is not correct,,,,Child marriage is not allowed in Islam, it’s allowed after the boy or girl is considered to have the pubescent stage and when the maturity was achieved.
Quran mentioned that there is a marriageable age but no age limit for puberty as it is varies with countries and races due to the climate; in HQ 4:6 “Make trial of orphans until they reach the age of marriage; if then ye find sound judgment in them, release their property to them..”
