How is it decided, and by who, that a U.S. serviceman deserves to be decorated with the Medal of Honor?

    It is called The Congressional Medal of Honor. It is distributed by Congress.

    • It is presented, not "distributed", by the President in the name of congress.

    • It is NOT the "Congressional Medal of Honor. It is the "Medal of Honor."
